Summary:
The County Administrator position:
assists in the administration, enforcement, and execution of the policies and resolutions of the Board; supervises and direct the activities of the affairs of the divisions of county government under the control or jurisdiction of the Board; must maintain working relationships with other elected officials and departments; attend all meetings of the Board at which the Administrator's attendance is required; prepares and submits reports & resolutions for adoption; keeps the board fully advised on the financial conditions of the county and prepares and submits budget for next calendar year.
Essential Knowledge, Abilities and Skills, Education:
Bachelor's degree in public administration or closely related field; Five (5) years minimum experience in county government; and five (5) to ten (10) years supervisory experience in the public sector; or an equivalent combination of government education, experience, and training that provides the required knowledge, skills, and abilities to effectively perform the duties required.
Must be highly motivated and have excellent organizational skills, verbal and written communication skills and must have ability to work effectively with other officials and employees.
Must have valid Ohio Driver's License.
Essential Functions of the Position:
1.
Keep the Board fully advised on the financial conditions of the county by providing monthly financial updates.
Prepare and administer the budget to include monitoring of receipts and expenditures.
2.
Prepare and assist with annual financial updates with state and federal agencies.
3.
Contract on behalf of the Board within limits provided by resolution of authority adopted by the Board.
4.
Monitor county bank account for incoming deposits and/or withdrawal in coordination with Auditor and Treasurer's Office.
5.
Review and determine necessity of department requests for transfers of funds within departmental budgets and determine need for additional appropriations for Commissioner approval.
6.
Participate and work with Bond Counsel in coordinating and preparing for the borrowing of bonds and notes, determine funding sources, as needed for county projects.
7.
Attend all meetings of the Board and represent the Board when necessary.
8.
Assist in the administration, enforcement, and execution of the policies and resolutions of the Board, including negotiate contracts on behalf of the Board.
9.
Provide executive level leadership, management, and direction to the various departments that fall under the authority of the Board.
Assist other department heads and elected officials on various department issues and policies.
10.
Implement and monitor county policies and procedures are followed through the chain of command.
11.
Coordinate resolutions and necessary documents with departments and Board of Elections for department levies.
12.
Perform any and all personnel functions otherwise conferred or incumbent upon the Board under Chapter 124, or any other chapter or section of the ORC, as designated by resolution.
13.
Oversee health insurance plan design, funding and other activities within the county health insurance plan, including coverage design, wellness, employer and employee funding, and State/Federal regulations.
Facilitate necessary meetings with TPA and Broker with appropriate review of proposals.
Make recommendations to Board and Benefit Committee.
14.
Oversee preparation of annual county indirect cost plan.
15.
Meet with employees, attorneys, elected officials, department supervisors or those representatives within collective bargaining units regarding personnel issues.
16.
Perform related duties as required.
Job Location & Schedule Work is performed at the Courthouse and other county buildings as needed.
Hours will be Monday through Friday 8:
00 am - 4:
30 pm.
Must be available for occasional after-hours calls, meetings or emergencies.
Departments under Board Commissioners' staff, Human Resource Director, Information Technology Department, Facilities Superintendent, Riverview Healthcare Campus, Sanitary Engineering, Job and Family Services, Building Inspection, Emergency Management, Senior Resources, Family and Children First, and Coroner.
Equipment Used Works in normal office environment with computer, calculator, copy machine, fax machine, and scanner.
Critical Skills/Expertise Effective communication skills; knowledge of finances and Ohio Revised Code; basic knowledge of Ohio's Public Records Act and Sunshine laws; excellent organizational skills; knowledge of Microsoft Office programs; must maintain confidential documents and information; dependable and honest; must develop and maintain effective working relationships; a team player.
